When a minority imposes their culture on the majority (via minority rule, cf. Taleb) and people not a part of the culture ultimately submit to it.

Their submission then enables the minority agenda to continue, and they may even become people who propagate it if only by being complacent to it.

It appears in places where people have "given in."
