This is the idea that a problem can be solved by putting a chalk board in a room and having experts work on the problem using the chalk board.

A "blackboard" exists.

Expert systems are able to produce and consume symbols on the blackboard.

Different expert systems can run, possibly repeatedly, incrementally taking symbols off the board and placing new ones down.

Experts do not communicate with one another directly but through the blackboard.
