Give a survey which asks a question and others can input proposed answers
Have users upvote or downvote other proposals to the question
Generate a vector for each user which +1 or -1 proposals based on up/down vote
Big matrices out of these vectors
Principle Component Analysis of the matrix to find variances; then do clustering to identify tribes
