For an electrical event to occur you must have two things:
- An electro-static field to provide the potential, and,
- A magnetic field to provide the boundary condition.
Energy must be motivated to travel (the electrostatic) and contained in a tunnel (the magnetic) or no electrical event will occur.
The magnetic field typically breaks down before the electrostatic one does when travelling long distances.
